Director, Office of Clinician Services - MIEMSS

Position Overview:
The Director of the Office of Clinician Services (OCS) at MIEMSS leads a team that is collectively responsible for processes that certify/license approximately 20,000 emergency medical services (EMS) clinicians.  The OCS is the predominant interface between Maryland’s EMS clinicians and MIEMSS.  Additionally, the OCS is responsible for facilitating approval of EMS educational programs.  The Director represents MIEMSS at local, statewide, and national forums where issues of licensure, certification, and EMS education are in focus.   

Position Responsibilities:
Exercise leadership, management, technical, and communication skills to:

  • Develop and maintain a collaborative OCS team that includes administrators, educators, and evaluators;
  • Ensure the OCS provides EMS clinicians and students with a collegial and responsive interface;
  • Ensure EMS educational programs are designated in accordance with Code of Maryland Regulations (COMAR) and continually meet expectations;
  • Credential EMS continuing education courses;
  • Maintain efficient and reliable licensure/certification systems and processes;
  • Monitor, evaluate, and prepare assessments of the EMS workforce and EMS educational programs; 
  • Represent MIEMSS to partnering agencies and organizations on matters of EMS education and certification/licensure; 
  • Lead innovation in accordance with Vision 2030: Plan for the EMS System; and
  • Serve as a member of the MIEMSS leadership team, working collaboratively with other department directors to ensure MIEMSS is optimally effective in coordinating an outstanding statewide EMS system.

Minimum Qualifications:

  • A combination of field EMS, educational, and leadership experiences; and 
  • Excellent written and oral communications skills.

Education: 

  • Master’s degree from an accredited college or university in Education, Business, Public Administration, or a related field (preferred); or 
  • Five (5) years of additional experience as a clinician/educator/manager with an accredited bachelor’s degree. 

Experience:

  • Minimum five (5) years of experience as an EMS clinician, including as a paramedic, in Maryland preferred;  
  • Experience as an EMS educator is preferred; and
  • At least three (3) years of progressive leadership/managerial experience, including aspects of compliance, certification and licensure, customer service, and software systems.
